THE BEST READING SITE I HAVE EVER FOUND!  This is my favorite, I have been recommending it for years.  They have both leveled readers and phonics books.  They offer placement tests for the leveled readers.  They have over 30 levels of reading with wonderful child friendly content, from picture books to fluent readers.  There is a fee to join but it is work it.
